Is it just me or does the Ithas Bow seem worthless compared to other bows? Can you even mod the Ithas Bow?

yes you can add mods, i have ithas bow of fortitude.

Does the Ithas Bow come modded or clean?

It comes modded with a +5 armor mod which requires 10 expertise in addition to the 10 mm req for the damage.
